Himachal Pradesh will pay you to learn on the job: here’s who qualifies

Young jobseekers in Himachal Pradesh who land a spot as an apprentice or fresh recruit in a local industry can now get paid while they learn. The state’s Industrial Skill Development Allowance, run by the Department of Labour and Employment, gives eligible youth a monthly allowance to cover living expenses while they pick up practical, on-the-job skills at an Industrial Establishment in the state.

To qualify, applicants must be between 18 and below 36 years old, currently unemployed, and registered with an Employment Exchange in Himachal Pradesh. The scheme is built around residents of the state and does not set a minimum educational qualification, so it stays open to individuals with limited formal schooling rather than favouring degree-holders. Those who are already in regular employment or self-employment do not qualify. Physically challenged applicants with at least 50 percent permanent disability are entitled to a higher allowance rate under the scheme’s provisions.

The application runs offline. Candidates first need to fill out Form-(i), the prescribed application for the grant of allowance, and attach a Certificate of Employment from the competent officer or authority of the concerned Industrial Establishment, issued as per Form-(vi) under the scheme. The completed form and documents can either be handed in person at the Employment Exchange where the applicant is registered, in exchange for a receipt on Form-(ii), or sent by registered or certified post to the same office. Identification proof, address proof, and educational certificates, where applicable, round out the paperwork.

Once a claim is approved, the beneficiary is not done for the year: an Affidavit, filed as per Form-(iii), must be submitted every following March to keep the allowance active. The Employment Exchange is expected to scrutinise each application and decide on admissibility within 45 days of receiving it. If a claim is rejected, the applicant receives formal orders on Form-(iv) explaining the decision, and can appeal to the Director, whose ruling on the appeal is final.

The scheme targets the 18-to-under-36 age bracket specifically because that stretch of early adulthood is when a stipend can make the difference between dropping out of the job market and sticking with skill-building long enough to become employable. By pairing a modest cash allowance with hands-on industrial training, Himachal Pradesh is betting that youth with limited formal education, if given a paid runway, can still convert an entry-level apprenticeship into a lasting job.
